Charles is a telepath. He has the following abilities.
Telepathy - Meaning that he's able to read someone's mind. He's also able to have a conversation with someone mentally if he chooses. Seen multiple times during all X-Men movies. ACTIVE ON PERMISSION
Creating an illusion – Seen on one occasion in the first movie where he was able to mask everyone in the back of an army vehicle from being seen by multiple men. ACTIVE ON PERMISSION
Power of Suggestion - Seen during the first movie where he suggests the CIA man "get in the car", overriding his mental desire to learn more. ENTIRELY ON A CASE BY CASE BASIS REQUIRING PLAYER APPROVAL
Freezing - He's able to stop a person's body from moving, overriding their physical being. Seen multiple times during both X-Men First Class and X-Men Days of Future Past ACTIVE ONLY WITH NPCS
Transferring his consciousness into another body - Seen during X-Men Days of Future Past, he can "speak" to someone using someone else's physical body if he isn't near them. ACTIVE ONLY WITH NPCS
Erasing memories - He erases Moira's mind in First Class so that she doesn't remember anything. ACTIVE ONLY WITH NPCS
In order to make certain it is okay for Charles to read your character's mind, please fill out the permissions slip. It's also fine if your tags include thoughts, what Charles may or may not be able to pick up on - but without this quick permissions slip nothing will be done and nothing will be said out loud. Many of these are muted in Eachdraidh, and most of them are contingent only from the mun having explicit permission for Charles to be able to do these with your character.

Is Charles able to read your character's mind?: Yes.
IF SO, is this something that would make them nervous or bother them, or is it something they'd shrug off? it would make him more than a little nervous, since mako is all about self control, and often he's unable to adequately express and understand his own feelings so having someone else rooting around in his thoughts — especially when he tries his best to keep himself in line and not slip up around strangers — would unnerve him a lot.
IF NOT, is there a reason why that he would pick up on? --
Is Charles able to use the power of suggestion towards your character? yeah! it should work on most things that mako isn't FIRMLY set on doing... which is just about anything involving his brother or korra. he has a strong enough will and focus to be able to lightningbend, even while being bloodbent, so it's likely he'd be able to throw it off under extreme duress.

I think Charles is rather used to people who have strong self-control who don't really want them in his head, but I also think he wants to try and help them despite that? In any case, I'm excited for this.
